Přeshraniční spolupráce Jihomoravského kraje

Tato diplomová práce se věnuje tématu přeshraniční spolupráce Jihomoravského kraje. Teoretická část se zabývá vymezení pojmů jako je region, regionální ekonomie, regionální politika a regionální rozvoj. Dále je zde řešena regionální struktura České republiky, regiony NUTS nebo instituce regionální politiky. Poslední kapitoly teoretické části jsou věnovány možnosti financování rozvojových strategií a přeshraniční spolupráci. Následuje část popisu standardního specifického výzkumu s názvem Analýza realitního trhu v přeshraničních regionech a označením FAST-S-19-5899, na základě kterého bylo vybráno téma této práce. V praktické části je charakterizován Jihomoravský kraj a obec Mikulčice, konkrétně popsán vybraný projekt a jeho financování. Závěrem je teoretický návrh jiných variant financování a zhodnocení vlivu, kterým projekt působí na rozvoj regionu.

The Strasbourg - Ortenau Eurodistrict: Establishment, missions, operation, results

L'Eurodistrict Strasbourg-Ortenau situé dans la région géographique du Rhin-Supérieur. Cet espace transfrontalier partagé par une partie de la Suisse, l'Allemagne et la France poss?de de nombreuses instances transfrontali?res ? toutes les échelles de gouvernance. Le présent mémoire vise ? analyser l'évolution de l'Eurodistrict et son imbrication dans les instances de coopération existantes. Il montrera comment il est devenu indispensable dans l'action locale de coopération transfrontali?re et comment il est devenu un laboratoire d'innovation pour la coopération transfrontali?re en Europe.

Nachhaltige regionale Entwicklung am Beispiel des Oberrheins

Nachhaltige regionale Entwicklung ist ein sehr komplexes Konzept. Eine einheitliche Definition ist nicht möglich, obwohl die nachhaltige Entwicklung die Grundlage für die Ausarbeitung aller Politiken ist. Auch in der EU ist die nachhaltige Entwicklung die Grundlage ihrer Regionalpolitik. Grundsätzlich haben die Regionen eine große Bedeutung, um die Herausforderungen der modernen Zeit zu meistern. Aus diesem Grund war das Ziel der vorliegenden Arbeit herauszufinden, wie Interreg-Projekte als Teil der europäischen Regionalpolitik, zu einer nachhaltigen regionalen Entwicklung beitragen. Zu diesem Zweck wurde die Region Oberrhein betrachtet und vier leitfadengestüzte Experteninterviews mit ehemaligen und aktuellen Projektleitern von Interreg-Projekten durchgeführt. Zusammenfassend kann gesagt werden,dass nachhaltige regionale Entwicklung von den Befragten je nach Kontext unterschiedlich definiert wird. Eine Tendenz lässt sich jedoch bei den spezifischen Interreg-Projekten erkennen. Die langfristige Wirkung der Projektergebnisse und damit die langfristige Steigerung der Lebensqualität innerhalb eines grenzüberschreitenden Einfluss- oder Wirkungsraums wird hier als nachhaltige regionale Entwicklung definiert. Interreg-Projekte haben einen erheblichen Anteil an dieser Entwicklung.

Cross-border Cooperation in French-German Non-profit Organisations

This master's thesis pursues the questions of how the firefighters are organised in Germany and France and of what consequences the Covid-19 sanitary crisis had on their cross-border cooperation in the Upper Rhine region.The qualitative research has been carried out in the context of an internship at the central public administration for the fire and rescue services of the French department of Bas-Rhin. In total, three semi-structured interviews have been conducted with German voluntary and professional firefighters and two narrative interviews have been done with French administrative and operational staff of the training institution. Light has been shed on the terms cross-border cooperation, civil security, risk management and the communication of risks, organisational structures and culture as well as on the European funding programme INTERREG and the current situation of projects involving firefighters.

RadioEurodistrict (RED) - History of the First French-German online radio (2004)

This paper has considered the history of the Radioeurodistrict (RED) which led to the difficulty of defining the concepts of Eurodistricts and Euroregions. A literature review was undertaken initially, and further information provided by a semi-structured interview with the general secretary of the Strasbourg-Ortenau Eurodistrict (the focus area). In order to understand the objectives to create a Eurodistrict the history of an established Eurégio (Germany-Netherlands) was examined as well as a Euroregion of the Centre-east of Europe (Poland-Czech Republic). The consideration of the history of war and conflict in these European regions further facilitated the understanding of the motivations which are shown to have changed over time. Since the main focus of this paper is the SOE, the motivations to form this Eurodistrict and its specific projects were described. By considering the functioning and administration of these regions, their complexity was examined. The SOE as an EGTC was addressed in relation to the finance and the administration and the role of INTERREG was discussed. The interview greatly enhanced the understanding of the functioning of the SOE. Reasons for the failure of RED radio were surmised and failure of the Eurodistricts examined. Some evidence of failure was provided by newspaper articles from as recent as this year as well as the interviewee who spoke of some of her difficulties. In order to improve future study, weaknesses in the questions asked are addressed and further research ideas put forward.

PROCESY UČENÍ BĚHEM ÚČASTI ČESKÝCH REGIONÁLNÍCH AKTÉRŮ V PROGRAMECH INTERREG

Tato diplomová práce zkoumá účast českých regionálních aktérů v nadnárodním a meziregionálním odvětví programu INTERREG v období 2007- 2013, a to z pohledu teorie organizačního učení. Zaměřuje se na procesy učení na individuální úrovni, na úrovni projektové skupiny a na úrovni partnerské organizace, v menší míře též na šíření znalostí a vědomostí mezi další aktéry na místní i evropské úrovni, kteří nebyli členy projektové skupiny. Cílem práce je zjistit, jestli dochází k procesům učení na všech těchto úrovních a také které překážky procesy učení komplikují. Metodou výzkumu je dotazníkové šetření a semistrukturované rozhovory. Práce dochází k závěru, že během spolupráce na projektu dochází k individuálnímu i skupinovému učení, přičemž nejčastější překážkou jsou potíže pramenící z nejednotného prostředí partnerů (rozdílné politické, institucionální či právní prostředí, nejednotné administrativní prostředí). K organizačnímu učení dochází do určité míry také, avšak s většími potížemi než na předchozích úrovních. Problémem je především ukládání tzv. nevýslovných znalostí. Výzkum dále naznačuje, že k efektivnímu šíření znalostí mezi lokální aktéry, kteří nebyli členy projektové skupiny, dochází. Relevance zastřešujících výstupů pro aktéry v EU se však zdá být spíše nízká.
